Job Summary

Reporting to the Associate Director, Waste Disposal Operations & Engineering, the Supervisor of Waste Disposal Operations ensures operational efficiency, contract management and environmental compliance; directing and overseeing the operations of the open landfill sites and maintenance of closed landfill sites, including the residential waste drop-off depots.

Education

Post-secondary diploma or degree in Environmental Management, Environmental Science, Engineering, or related discipline.

An equivalent combination of education, experience and qualifications may be considered.

Bachelor’s Degree in Environmental Science, Engineering, or related discipline is preferred.

Knowledge

Minimum five (5) years previous experience; at least three (3) years supervisory experience preferably in a union environment.

Experience/knowledge in the various aspects of disposal/landfill operations, including residential waste drop-off depots, leaf and yard waste composting facilities, open landfill operations and management of closed landfills.

Knowledge of environmental regulations, including their significance and potential impact.

Experience/knowledge in contract management of various operations contracts. Contract tender development experience would be an asset.

Experience in landfill gas collection and containment system operation would be an asset.

Experience in constructed wetland operation would be an asset

Experience in scale house operations would be an asset.

Must hold the following certifications, or acquire same within a reasonable period of time following hire: 1) Landfill Gas Operator, 2) Manager of Landfill Operations (MOLO) and Transportation of Dangerous Goods (TDGA).

Responsibilities

Directly manage and oversee contractors performing operations and maintenance work at landfill sites to ensure contract compliance, quality and timeliness of their work. (40% of time)

Ensure all aspects of contracts are met and administered, according to specifications and required standards, including contract submissions and deliverables.

Maintain site-specific Operations and Maintenance Plans and keep plans updated.

Schedule surveys and direct contractors to ensure landfilling to approved waste elevations, in accordance with design plans.

Ensure the cleanliness and maintenance of the physical property of the landfill sites including naturalizations sites through inspections and preventative maintenance programs.

Meet regularly with contractors and staff to review work completed, performance, and develop operational plans.

Review and submit inspection, contractor performance and operations reports in a timely manner.

Review current operational methods and procedures, investigate and recommend changes to the Associate Director and implement approved changes.

Lead short-term site planning, including site surveys, compaction surveys, prepare development plans and site capacity studies.

Oversee the leaf and yard waste composting facilities and special operations such as wood grinding, leachate pumping station maintenance, leachate collection system flushing, and reusable materials drop-off and Household Hazardous Waste (HHW) depots.

Undertake and complete projects related to both site maintenance and capital improvements.

Develop, implement and maintain standard operating procedures.

Ensure compliance with the provisions of the Occupational Health and Safety Act and Regional policies and procedures.

Keep abreast of pertinent Provincial legislation and regulations.

Maintain strong knowledge of technical developments and innovations affecting waste management operations.

Ensure that emergency response plans and standard operating procedures are documented, maintained in central files and regularly updated ready for reference and implementation as necessary.

Supervise staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved. (35% of time)

Enable results with the organization’s human capital strategy to foster employee engagement.

In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment.

Ensure focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.

Ensure staff has the information and resources to make successful plans and decisions.

Ensure all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.

Help to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.

Ensure Occupational Health & Safety policies, programs and practices are implemented, and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

Ensure all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

Focus on building and maintaining a strong, motivated team emphasizing workplace team culture and staff empowerment.

Ensure compliance with the conditions and requirements of applicable legislation and regulations. (5% of time)

Maintain conditions of site(s) Environmental Compliance Approvals.

Ensure compliance with Provincial legislation, regulations and guidelines.

Ensure compliance with governmental guidelines, legislation, policies and regulations including the Niagara Region Waste Management By-Law.

Manage and administer annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. (10% of time)

Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policy.

Approve invoices and payments as required.

Consult and participate in the development of annual capital and operating budgets.

Operate and monitor the landfill gas collection and containment system (LGCCS) and general operations. (10% of time)

Serve as construction project manager for cell development and other site improvements.

Coordinate with third party contractors for the repair and maintenance of the LGCCS Leachate Collection System, constructed wetland and other systems.

Oversee the maintenance of naturalization sites, leash free dog parks and closed landfill sites.

Interact with landfill customers to ensure customer satisfaction, improve efficiency, and address complaints/inquiries.

Maintain positive relationships with government agencies, local municipalities, and other stakeholders.

Represent the Region at landfill public liaison committees and other Corporate committees, as required.

Provide input into waste management policies/procedures, as required.

Perform other related duties and responsibilities as assigned or required

Special Requirements

In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance.

Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated (Class G).
