Job Summary

Reporting to the Director of Waste Management Services, the Manager of Waste Collection & Diversion is responsible for the execution and direction of all waste and recycling collection, processing operations and diversion programs.

Education

Post-secondary degree in Engineering, Environmental Studies or equivalent field of study.

An equivalent combination of education, experience and qualifications may be considered.

Knowledge

10 years of progressive experience in waste management operations and/or planning of waste management facilities, including at 5 years in management of both contracts and staff.

Municipal sector experience is preferred.

Demonstrated financial management knowledge and experience in developing, implementing and monitoring operational and capital budgets.

Demonstrated experience (5-10 years) in preparing and issuing requests for proposals, quotations, prequalification and tenders for the procurement of supplies (including preparing specifications) and retention of consultant and contractor services.

A demonstrated record of strong leadership and guidance, team advocacy, staff delegation, empowerment, staff development and results orientation.

Knowledge and understanding of applicable legislation, such as but not limited to the Resource Recovery and Circular Economy Act and related legislation, TDGA, Employment Standards Act and Occupation Health and Safety Act.

Comprehensive knowledge of project management methodology based on PMI (or equivalent) project management techniques.

Knowledge of project development, scheduling, monitoring, and control systems.

Responsibilities

Provides leadership and direction on waste management collection and diversion operations in the region. (40% of time)

Directs and manages service delivery of major waste collection and diversion programs and initiatives, using best practices in service delivery and continuous improvement.

Provides input to the design of waste management facilities to be constructed by the Region.

Reviews and analyzes existing waste collection and diversion system, providing input and recommendations on modifications and improvements.

Provides strategic direction to the team and corporation related to waste collection and diversion programs/contracts, to ensure operations are in accordance with the terms and conditions of all applicable agreement, regulations and certificates of approval.

Ensures staff manage complaints in a timely and professional manner.

Manages/resolves escalated complaints or calls.

Negotiates directly and / or provides staff guidance with direction on negotiating changes in contractual agreements with service providers.

Provides input into legislation and polices (provincial/federal) related to waste collection and diversion programs.

Reviews and approves contract specifications, Terms of Reference or Procedures to ensure smooth operation.

Prepares reports/presentations to committees and council/ with relevant supporting documentation, consolidating statistical and operations data.

Supports team in the monitoring and evaluating of contractor and consultant  performance and provides direction.

Reviews and provides direction related to operational contingency plans.

Attends pre-construction contract review and construction site meetings as required

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. (10% of time)

Ensure goods and services are acquired in accordance with the procurement policy.

Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.

Optimize grant opportunities available through various levels of government.

Develops and recommends performance standards, methods and procedures for the operations and maintenance of collection and diversion systems in the region (15% of time)

Ensures municipal solid waste and recycling collection activities and programs meet operational and maintenance standards and the requirements of regulating bodies, including Provincial guidelines and certificates of approval and Council policies and objectives.

Formulates and recommends new policies and procedures or changes to existing policies or procedures related to waste collection and diversion.

Provides direction in the preparation of By-laws for Regional waste management programs. Collaborates with Legal and Waste Management team to develop and amend By-laws.

Accountable for the enforcement of the Waste Management Bylaw.

Provides direction in the development of standard operating procedures.

Provides effective liaison with provincial authorities, local area municipalities, consultants, contractors and the public with respect to waste collection/diversion matters, to ensure their understanding of Regional requirements, policies and directions.

Provides direction in the application of policy and procedures.

Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (20% of time)

Enables results with the organization’s human capital strategy to foster employee engagement.

Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.

Ensures alignment and coordination of activity and quality of output between teams under their direction.

Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.

Ensures staff has the information and resources to make successful plans and decisions.

Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.

Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.

Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

Manages relationships with internal and external interested parties. (15% of time)

Assists in drafting policies pertaining to waste management issues.

Provides technical support and input to other members of the Waste Management Division, as required.

Provides direction on information and items presented to Regional Waste Management Committees and additional Committees.

Coordinates and attends meetings with Area Municipalities, as needed.

Participates on corporate and community committees as assigned.

Acts as Regional representative on industry associations or committees.

Perform other related duties and responsibilities as assigned or required.

Special Requirements

Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
